Open Question: How to handle a quarrel between hotel's guest and guest's visitor?

In Thailand, mostly in Bangkok and Pattaya, we allows hotel's guests to bring the visitor. Many times that the guests have problem with these visitors who sometimes have done their job..., but our guests don't want to pay. Sometimes, guests give them money and they try to leave without doing anything. Is there anything we, hotelier can do to handle this kind of problem? Or we should just go ahead to call the police?...
